At the meeting of the National Steering Committee for Covid-19 Prevention and Control, on the morning of May 24, Associate Professor Tran Dac Phu, former Director of the Department of Preventive Medicine, said that in industrial parks in Bac Ninh and Bac Giang, there are currently dozens of

Bac Ninh currently records 474 cases of infection;

Mr. Phu cited that in a factory, when there is an infection, all workers are considered F1, must have a single PCR test, and be quarantined centrally.

`However, instead of applying such machinery, we need to classify F1 into high-risk groups who work in the same department or workshop; low-risk F1 will be tested using many combined methods such as PCR.

The Ministry of Health needs to immediately issue guidance on this issue, initially applying it in industrial parks in Bac Ninh and Bac Giang.

Sharing more about this proposal after the meeting, Mr. Phu explained that case F1 is considered `high risk` when in close contact with the patient in a closed room, with air conditioning on, without a mask, at a distance of less than

`Epidemiologists need to coordinate with the two provinces of Bac Ninh and Bac Giang to unify the F1 classification criteria, then apply appropriate centralized quarantine or home quarantine measures,` Mr. Phu said.

Mr. Tran Dac Phu.

Bac Ninh province leaders requested the Ministry of Health to soon issue temporary instructions on F1 quarantine at home so that the province has a pilot plan in situations where F0 and F1 increase.

Deputy Prime Minister Vu Duc Dam suggested that the leaders of Bac Ninh and Bac Giang provinces `be battlefield generals`, so if the guiding documents are not practical, they should be flexible and creative.

`Previous general regulations for F1 required centralized quarantine and PCR testing of single samples, but now in industrial parks we cannot be so rigid. If we want to bring factories and industrial parks back to operation in parts, we must

Previously in factories, the division of shifts, crewing, and production organization did not pay much attention to where the workers lived, but now that operations are back, the organization of production must be linked to the arrangement of outside accommodation.

`If at-risk workers are managed at their residences, considered a form of quarantine, and have vehicles taken to work and production safely, it is better than stopping the entire operation of a factory or industrial park.

Regarding the difficulties in harvesting agricultural products in epidemic areas, the Deputy Prime Minister stated that `must be flexible, not rigid`.

`People in the same household in the village or commune are social distancing, going out to work, just need to keep distance from other household members, disinfect machinery. Blockade of a commune and the fields are also deserted, farmers will be affected.`

Deputy Prime Minister Vu Duc Dam chaired the meeting of the National Steering Committee for Covid-19 Prevention and Control on the morning of May 24.

Mr. Le Anh Duong, Chairman of the People’s Committee of Bac Giang province, said that new infections related to industrial parks are still increasing, but mainly in quarantine areas, most of which belong to Hosiden Vietnam Company (Quang Chau Industrial Park).

However, recently, Bac Giang has recorded 4 to 8 cases of community infection every day, due to close contact with cases in the industrial park.

The province estimates that it will allocate 310 billion VND to support the living standards and one month’s salary for 60,000 workers working in 4 industrial parks that are temporarily closed.

According to Mr. Duong, the biggest problem facing the locality today is that the testing capacity has been increased to 35,000 samples per day, but there are still 20,000 – 30,000 samples whose results have not been returned within the day.

Mr. Duong also asked localities to create conditions so that goods from Bac Giang, especially agricultural products such as pineapples, lychees… would not be congested.

In Bac Ninh, Ms. To Thi Mai Hoa, Director of the Department of Health, said that the outbreak at Canon Company is under control, the factory will be cleaned today, and is expected to resume operations on the 25th.

Bac Ninh is developing a plan to respond to the situation of more than 1,000 Covid-19 cases, of which, it is expected that 25-30% of severe cases and 10% of very severe cases.

Previously, at the meeting of the National Steering Committee for Covid-19 Prevention and Control on the afternoon of May 21, Deputy Prime Minister Vu Duc Dam asked Bac Ninh and Bac Giang to `boldly pilot on a small scale, drawing conclusions to consider expanding

According to Mr. Dam, the immediate pilot application will be on a small scale, with families with housing conditions, ensuring distance from the surrounding area.
